Since Chesbrough coined the term in 2006, the definition of open innovation has constantly been evolving. The current on-going definition is that open innovation is a distributive innovation process of purposive knowledge flows across organizational boundaries including pecuniary and non-pecuniary, inbound and outbound knowledge flows. Open innovation is an enterprise-driven and controlled process of opening-up knowledge flows.

What open innovation is not: it is not non-organizational, or intra-organizational, it does not refer to public goods or politics.
